In view of this, in order to further promote innovation and sustainable development in the field of security inspection and explosion protection, and better play the role of the expert advisory organization of the China Association for Safety and Protection Products (hereinafter referred to as the China Association for Safety and Protection), the China Association for Safety and Protection Products decided to establish a security inspection and explosion protection professional committee, and successfully held the inaugural meeting in Beijing on August 5, 2022 by combining online and offline. 1、 Carry forward the past and usher in the future
China's security and explosion-proof industry developed early. As a veteran of the security and explosion-proof field, Liu Xin, a senior consultant of the Security and Explosion-proof Professional Committee, witnessed the history of China's security and explosion-proof industry from small to large, and the security and explosion-proof products from scratch, and also experienced the progress and development of China's security and explosion-proof work. At the meeting, he recalled the development process of China's security and explosion-proof work. He pointed out that, from the international perspective, China is one of the countries that started the security and explosion-proof work earlier. In the early days of the founding of the People's Republic of China, there were many explosions in many places, especially mail bombs. In response to this situation, the Ministry of Public Security set up checkpoints in Beijing, Shanghai, Guangzhou, Gongbei (Zhuhai), Luohu (Shenzhen) and other places in the early 1950s. By the 1970s, three more checkpoints were built, a total of eight, to solve the security problem of (goods) coming in from abroad at that time. During the "Cultural Revolution" period, most of the work of security inspection and explosion prevention gradually stopped with the social unrest. The stagnant work situation was not officially restored until 1973 because of the mail bomb explosion at the Embassy of China in Zambia. Since then, the security and explosion prevention work in China has been pushed forward.
Liu Xin, a senior consultant, mentioned several important milestones in the development of security and explosion-proof: in order to improve the scientific and technological means of explosion-proof security, the Ministry of Public Security imported the first explosive detector from the United Kingdom in early 1974. On September 27, 1974, Beijing Capital Airport installed China's first domestic security inspection machine, which is the starting point for China's independent development and production of security inspection explosion-proof equipment. From 1975 to 1983, domestic security and explosion-proof products were produced in batches, which met the needs of security and explosion-proof work in China at that time. At the same time, in order to cultivate professional talents and improve the theoretical and practical level, the Ministry of Public Security held the National Public Security System Explosion-proof Training Course in May 1975, and the National Security System Explosion-proof Training Course in May 1985. Most of the trainees who were trained in that year have now taken up leadership positions and become the heads and business backbones of some provincial and urban security departments. So far, China has established a relatively complete security and explosion-proof system. China's security and explosion-proof work has gone through a brilliant path, has also formed a set of standardized working methods, and has obtained an internationally recognized and effective security and explosion-proof mode. This is a great achievement of China's security and explosion-proof work, and also a great contribution of China's security and explosion-proof workers to the world's security and explosion-proof work.
Consultant Liu Xin also recalled the founding process of the China Security Association and the historical origin of the establishment of the security and explosion-proof professional committee. He said that in 1984, he was officially transferred to the Third Division (Security Technology Division) of the Science and Technology (12th) Bureau of the Ministry of Public Security. At that time, the three divisions were just established, and the main task was to promote anti-theft alarm and security and explosion-proof work. These include the need to establish associations (societies), testing centers, standardization committees, the establishment of magazines, and the holding of expositions. After eight years of hard preparation, the China Security and Protection Association was finally established in 1992. Due to various factors, the security inspection and explosion prevention did not integrate well at the beginning of the establishment of the China Security and Protection Association, but "wandered" outside for nearly 30 years. Now, the establishment of the Security Inspection and Explosion Prevention Professional Committee of the China Security and Protection Association is not easy, which is a great event and a good thing. Liu Xin, the consultant of the Professional Committee, put forward ardent hopes for the establishment of the Professional Committee. He said that all members of the special committee should unite and learn from each other, constantly improve their business level, deepen innovation and development, and work hard in the standardization and planning of security and explosion-proof, as well as remote detection, remote explosion removal, underwater inspection and other aspects to promote the innovative development of the security and explosion-proof industry.
2、 Application expansion demand release
China attaches great importance to security issues and invests heavily in security inspection in all aspects. Especially in recent years, China's infrastructure construction process has accelerated, the investment in airports, high-speed railway stations, subways and other fields has increased rapidly, and the demand for the application of security inspection equipment in China has continued to grow, and the industry production and marketing has formed a large scale. As one of the vice-chairman members of the Professional Committee, Chen Li, director of the Security Inspection Division of the First Research Institute of the Ministry of Public Security, said that after entering the 21st century, with the rapid development of domestic manufacturing industry, a relatively large security inspection industry has also been formed in China. The technical gap between domestic security inspection products and foreign countries is not large. In the domestic market, it is basically domestic security inspection products, accounting for more than 90% of the total. Some domestic brands have successively entered the international market and achieved outstanding results.
From the perspective of product technology application, at present, China's product categories specialized in the research and development, production, sales and related services of security inspection equipment include X-ray, metal detection, explosive detection, trace detection, drug and chemical detection, liquid detection, human safety inspection, radioactive material detection and other equipment. The market pattern of the early security inspection products and equipment has changed. In recent years, domestic brands have risen rapidly, the technical level of products has been continuously improved, and the function and performance of the equipment have been greatly improved. For example, in the area of human detection, the alarm sensitivity of metal detection security door has been greatly improved and the zoning is more detailed. After the outbreak of the epidemic, many security door manufacturers integrated machine recognition technology and infrared thermal imaging technology on the basis of metal detection security doors, and achieved good results in hospitals, subways and other fields. At the same time, imaging human body screening equipment has been developed and promoted. As imaging human body screening equipment, terahertz human body screening instrument and millimeter wave human body screening instrument have been applied in some fields in recent years. In the area of inspection, in recent years, the intelligent identification equipment for prohibited items has been successfully developed, the dual-source and dual-view security inspection machine has quietly emerged, and the up-and-down dual-channel security inspection machine has been introduced. These products have been successfully applied in subway, hospital and other fields.
From the field of application, the actual application of security inspection products in China is broader than that in foreign countries, involving all aspects, and highlighting some characteristics:
First, the traditional application market is still growing fast。Civil aviation airports and rail transit are the fields where security and explosion protection are applied earlier, providing space for rapid development of the security market. After the "September 11" incident, in order to strengthen the construction of airport security, the application of security products, including security doors and metal detectors, increased significantly. In recent years, the construction of the new airport and the expansion of the existing airport and the upgrading of the security inspection system are important driving forces to promote the growth of the application of civil aviation security inspection equipment. With the improvement of the safety level of urban rail transit, the application of security inspection equipment in urban rail transit stations is gradually increasing. In 2008, in order to maintain the public order of the Beijing subway and ensure the smooth holding of the Olympic Games, the Beijing subway began to implement baggage security inspection, and the channel-type X-ray security detector and other channel-type security equipment were widely used. After the end of the Olympic Games and the Paralympic Games, the security inspection of the entire subway line has also become a long-term public transport security measure, which has been used until now, and then began to be promoted in subways in Shanghai and other parts of the country. It has achieved a great leap in R&D strength, technical level, application expansion, market scale, talent construction and business exchange, and has achieved many gratifying results. But on the whole, there are still many problems to be solved. Teng Xu, a member of the Special Committee and former chief engineer and researcher of the Testing Center of the First Research Institute of the Ministry of Public Security, pointed out when participating in the discussion of the "Fourteenth Five-Year Plan" for the Development of China's Security Industry that although the development of the security and explosion-proof field started early, there is still a lack of centralized management, which directly affects the lack of long-term planning and guidance in the whole field; In terms of technology, although some domestic security and anti-explosion enterprises have mastered a variety of security and anti-explosion technologies, and some commonly used technologies have been well implemented in specific applications, there is still a gap that cannot be ignored compared with the advanced technologies of international peers, especially in the field of high-end security and anti-explosion technology research and development, lack of funding investment and innovative ability of new technologies; In terms of products, general products have been gradually popularized, and new technology products are also being gradually applied. However, there is still a gap between the technical categories of products and the actual combat requirements. The technical performance and actual combat functions need to be further improved, and the service market needs to be further expanded and improved; In terms of standardization, under the leadership of relevant government departments, the participation of industry standardization technical service institutions, and the active cooperation of industry enterprises, the standard preparation and revision work has gradually improved, and the standardization process has accelerated year by year, but so far it has not formed its own relatively complete system framework, which cannot meet the needs of the application market.
